But he felt the anomaly himself and expressed, in several published Reports, regret that he had to report on his own work. In other words, he acknowledged the need of external supervision and examination.
(3) In March 1878, the late Dr. Stewart left Hongkong on leave of absence and I undertook, at the request of the Governor, Sir J. Pope Hennessy, the duties of Acting Inspector of Schools and Head of the Education Department (and a separate Acting Headmaster was appointed) by Gazette Notification.
